in total you need 200mA current? Try to use an 220 or 470 uF Cap and not such big 4700uF. A big C always has a big L :D Rule of thumb: 1000uF per 1A

The SD card is not connected or plugged in at the moment - thing is except the +12 and debug sw uart. The SD card carrier has a 0.1 and a low esr 10uF right next to the carrier.
