xml file is in the same folder, yes. And i use local account, too - i hate that online m$ account, although update to 8.1 forces you to sign-in when updating. Fortunately you can sign-off immediatley after...
Now it seems that i solved the problem: i uninstalled bascom, deleted all left-over files and folders in all possible locations and done a fresh install with "run as administrator" command. Now all is fine.
Interesting is that previous xml file (in non-vorking version) was practically empty (only two lines were there) while now is filled with data. So i guess it was something with restrictions and permissions in my PC.
BTW...AVRISP MKII programmer doesn't work at all in W8.1. Not even in AVR studio. I've done some research and i'm not alone in this situation. Atmel did release an updated driver but for some people new driver work, for some doesn't. Sadly i'm among those who doesn't work. Now i installed virtualbox and windows 7 in it, so i can program again in there until this problem is solved.
