The cell sends UTC (GMT) so as to work out the delay from phone to tower to network each packet has a time stamp this part I know as I was taught the structure of the packets its a more robust network than the internet no node (this is a router on the internet) will accept a packet that has already come through it. So the modem would then work out the local time so you would need to get the modem to connect to the cell then get UTC from it from what I have read, the commands will vary from one modem to another. So getting UTC may be because the modem has not yet worked out the local time.
