There are two ways
1: Write it in assembler as are the bascom ones
2: Write it in bascom as functions
I do not know assembler so I have had to write functions you can see these in the various blogs and working codes I have put on the forum for things like the Matrix Clock , the 8 button 8 led 8 seven segment display in these you can see how I send commands to the chips.
You will have to go through the data sheet slowly learning what has to be sent to the display and slowly build each set of commands as functions it takes a bit of time as you need to become very familiar with the data sheet but do it in steps find the most basic functions and work up from there.
I have some VFD displays here I will have a look later to see what is on them.
